Broadband
OVERVIEW
IIJA appropriated $42.5B targeted for deployment and adoption. Allocated by the National Telecommunications & Information Administration (NTIA) to the State Broadband Deployment Grant Program. Each state is guaranteed $100m and may be eligible for significantly more based on how many underserved locations as determined by the FCC broadband maps due out early 2022. ConnectLA, the Office of Broadband Development & Connectivity, will administer the state allocation of this portion to eligible sub-grantees.
There are several funding programs within the Broadband Initiative:
- Middle Mile Infrastructure Grant Program $1B. Grants from NTIA directly to Broadband Companies Funding through 2026.
- Tribal Broadband Connectivity Program $2B. Competitive Grants from NTIA to Tribal Authorities. Funding through 2026.
Funded Programs
Competitive Grant Federal Funding Programs:

- ReConnect Loan and Grant Program. $1.92B. USDA program provides loans and grants to fund the costs of construction, improvement, or acquisition of facilities and equipment needed to provide broadband service to eligible rural areas. May not be available to entities already receiving other USDA Rural Utilities Service grants to expand broadband.
- Rural Broadband Program: $74M over normal annual appropriations. USDA furnishes loans and loan guarantees for the costs of construction, improvement, or acquisition of facilities and equipment needed to provide service at the broadband lending speed in eligible rural areas.
Louisiana State Broadband Increased Investment
The state Office of Broadband Development and Connectivity (ConnectLA) administers the Legislatively created GUMBO Fund. Louisiana has designated $180m for broadband expansion from its ARPA funds. The funding was appropriated to the GUMBO Fund administered by ConnectLA to be distributed by competitive grants. First tranche to be awarded March, 2022. Second tranche to be awarded July, 2022.
