Funding Changes

OVERVIEW

Louisiana’s Highway Priority Program is funded by a state gas tax which matches federal funds authorized by the multi-year FAST Act (Fixing America’s Surface Transportation Act).  Passed in 2015, the FAST Act provided five years of funding through a state-by-state formula.  The FAST Act had not been renewed since it expired in 2020. Funding was extended by Continuing Resolutions until it was replaced with funding from the IIJA to include the regular formula funding as well as enhanced appropriations, particularly for a new bridge program.

**The LaDOTD stated in November Louisiana’s portion of this funding is anticipated to be $4.8B over 5 years. The program grows over the five-year period.  The amount reflected here tracks FHWA published apportionment for FY22 issued December 14, 2021.  The State will have to identify additional state funds to draw down the full amount. Governor has proposed using FY 21 and FY 22 supplemental funding in his executive budget.
