Bridge Formula Program.  $1 billion allocated to La per formula over five years (2022-2026)

Bridge Investment Program.  $12.5 billion in a new discretionary competitive grant program to replace, rehabilitate, preserve, or protect some of the nation’s most important and economically significant bridges.

Louisiana Road and Bridge Investments

Revenue from the state TTF and federal match generate approximately $760M annually for the state’s Highway Priority Program. The amounts below represent investments above and beyond the IIJA annual federal appropriation increases described above.

*Proposed by Governor in Executive Budget using ARPA, FY 21 and FY 22 Surplus Funds.  Includes $500m for new Mississippi River Bridge in BR.  Will not be final until Legislative Session ends 6/6/22.

**ARPA funds must be spent by December, 2024. All unspent ARPA funds can be appropriated in FY 24 and possibly FY25.

Other IIJA Transportation Grant Funding

  • Safe Streets for All - $6B. Vision Zero plans and improvements to reduce crashes and fatalities.
  • RAISE Grants- $7.5B (expanded) surface transportation projects of local/regional significance.
  • INFRA Grants - $24B (expanded) to aid freight infrastructure of regional or national significance.

  • Rural Surface Transportation Grant Program - $2B to improve and expand surface transportation infrastructure in rural areas.
  • Bus & Bus Facilities Competitive Grants  - $2 billion in capital funding for buses, bus facilities, and equipment

Safe Streets for All

This new $5 billion competitive grant program at the Department of Transportation will provide funding directly to and exclusively for local governments to support their efforts to advance “vision zero” plans and other complete street improvements to reduce crashes and fatalities, especially for cyclists and pedestrians.

Applications are expected to open in May 2022.

RAISE Grants

This existing competitive grant program at the Department of Transportation provides $7.5 billion with an additional $7.5 billion subject to Congressional approval in funding for road, rail, transit, and other surface transportation of local and/or regional significance. Selection criteria include safety, sustainability, equity, economic competitiveness, mobility, and community connectivity. Applications will open in the first quarter of 2022

Mega Projects

National Infrastructure Project Assistance (also known as “Megaprojects” or MEGA)– This $5 billion competitive grant program supports multi-modal, multi-jurisdictional projects of regional or national significance. Communities are eligible to apply for funding to complete critical large projects that would otherwise be unachievable without assistance.

Protect Program

New program allocating $7.3 billion* in formula funding distributed to States and $1.4 billion in competitive grants to help States and local agencies improve the resiliency of transportation infrastructure. Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation Program (PROTECT) grants include resilience improvement grants, community resilience and evacuation route grants, and at-risk coastal infrastructure grants.  Funding will support state and local assessments, planning, and projects that reduce the vulnerability of transportation assets to natural disasters. Grant recipients can receive financial incentives if resiliency improvement plans are developed and incorporated into long-term statewide or metropolitan transportation plans.

*If formula funding is based on current National Highway Performance Program amounts, La will receive ~$129 m over 5 years.

Port Infrastructure Development Program

This existing $2 billion Department of Transportation program funds investment in the modernization and expansion of U.S. ports to remove supply chain bottlenecks, ensure long-term competitiveness, resilience, and sustainability while reducing impacts to the environment and neighboring communities. The infrastructure law expanded the program’s eligibilities to include projects that improve goods movement, as well as port electrification projects, idling reduction solutions, equipment charging infrastructure and related worker training initiatives. The Department of Transportation expects to open applications in February 2022

Charging and Fueling Stations

$2.5B in discretionary grants in addition to $5B formula program.   La. will receive $75m over five years through the formula with $14.1m anticipated for FY 22.  The $2.5B discretionary grant program funds the strategic deployment of publicly accessible electric vehicle charging infrastructure, as well as hydrogen, propane, and natural gas fueling infrastructure, along designated alternative fuel corridors and in communities. The DOTD is expected to develop grant programs and solicit applications over the next year, with the goal of making awards next year. The department also plans to monitor and inspect installations to assess the programs for future grants.

Reconnecting Communities Pilot Program

$1 billion program at the Department of Transportation to reconnect communities divided by transportation infrastructure – particularly historically disadvantaged communities too often nearly destroyed or cut in half by a highway. This new competitive program will provide dedicated funding to state, local, metropolitan planning organizations, and tribal governments for planning, design, demolition, and reconstruction of street grids, parks, or other infrastructure to address these legacy impacts. $1.7B (expanded)  This discretionary program provides funding for the construction, reconstruction, and rehabilitation of nationally-significant projects within, adjacent to, or accessing Federal and tribal lands. IIJA amended this program to allow smaller projects to qualify for funding and allows 100% federal share for tribal projects.  Any entity eligible to receive funding under the Tribal Transportation Program; Federal Lands Transportation Program; or Federal Lands Access Program is eligible. In addition, a State; county; or local government may apply if sponsored by an eligible Federal land management agency or Indian tribe.

Rural Surface Transportation Grant Program

This new $2 billion competitive grant program at the Department of Transportation will improve and expand surface transportation infrastructure in rural areas, increasing connectivity, improving safety and reliability of the movement of people and freight, and generate regional economic growth.

This amount includes specific set asides for small projects ($200 million), rural roadway lane departure improvements ($300 million), and the Appalachian Development Highway System ($500 million).
